Technical Assistance Services Brief Improving Outcomes for Delaware's Language Minority Students. Describes the work of the R3CC in facilitating the Delaware Language Minority Student Task Force. Delaware Language Minority Student Task Force Report: Executive Summary. The Delaware Language Minority Student Task Force was convened by the Delaware Department of Education in March 1999. The task force was charged with defining the needs of Delaware's language minority student population and working toward improvements at all levels of the educational system to meet those needs. One outcome of the task force was a two-volume report documenting task force findings and recommendations. The report proposes a number of recommendations and offers guidance documents to assist educators at the state, district, and school levels in improving language minority education. The R3CC was involved with the task force through the work of Dr. Carolyn Vincent, the Delaware state contact, who served as the task force facilitator.
