As part of its 1998 decision, in Abbott v. Burke V, the New Jersey State Supreme Court ordered the State Department of Education to provide funding for "whole-school reform," also known as comprehensive school reform (CSR). This report examines the actions taken by Plainfield Public School District (PPS), one of the districts affected by the Abbott decision, to implement the Abbott policy. Plainfield provides an example of a district that has adopted a CSR model and experienced a significant increase in language arts literacy achievement results across all its elementary schools.

Targeting the Assessment Needs of ELLs: States' Policies Regarding the Accommodations of ELLs

Over the last decade states have been challenged to include English language learners (ELLs) appropriately in state assessment programs. The No Child Left Behind Act (NCLB) supports the use of accommodations-changes to a test or testing situation intended to facilitate students' access to test content without altering the test construct.

This slide show presents an overview of a study conducted by the Center for Equity and Excellence in Education that focuses on states' assessment policies for school year (SY) 2000-2001, the year in which states' assessment systems were to have been fully implemented under IASA. Because IASA and NCLB both urge the accommodation of ELLs, data from SY 2000-2001 assessment policies can provide insight into how states' policies can become more responsive to the accountability requirements of NCLB.
